Weird

That three true outcomes holds up more for relievers than starters. Function of how rested a pitcher is, perhaps?

Velocity

Relievers don't have to pace themselves, so they can put max-effort into every pitch.  Thus, they throw harder and with more movement.  

Higher velocity and more movement leads to more swings and misses, deeper counts, and in turn, more walks and strikeouts.

I didn't really know that K/9 is that high for both pitching groups.
